This error is caused by either a correct or incorrect detection of air in the manifold. The steps below will clear the error condition, which should solve the problem if it is caused by an incorrect detection of air. If there really is air in the manifold, however, this procedure will not solve the problem and the printer will have to be serviced.
Step 1 - Remove all printheads
CAUTION:
Do not touch the printhead tower. Do not remove the printhead handle. Keep printheads out of the reach of children.
Figure 1: HP 14 printhead1 - Handle2 - Tower

Open the print carriage access door by lifting the handle until the door locks in place. The print carriage moves to the center.

Figure 2: Open the printhead latch

Figure 3: Remove the printhead
Step 2 - Reset the internal error state
NOTE:
This step must be performed before the printheads are re-installed.
Close the printhead chute.
Close the access door.
Plug the power cord back in.
Turn on the power. The front panel should read No Printhead. Will damage Product. Insert [color name] [icon] printhead now .
NOTE:
The carriage may make a grinding noise when you turn the power on. This noise is normal.
Open the print carriage access door by lifting the handle until the door locks in place. The print carriage moves to the center.
Wait two or three seconds, then unplug the power cord.
Open the printhead latch.
Before re-inserting the printheads, make sure all the electrical contacts have had at least five minutes to dry.
Step 3 - Insert the printheads
Place each printhead in its slot in the printhead carriage. The colored shape on the top of the printhead should match the colored shape on the proper slot on the printhead carriage.
Press down firmly and evenly on both the front and back of the printhead, as shown in the illustration below. Proper seating is essential to making good electrical contact.
Figure 4: Seat the printhead
Step 4 - Close and check the printer
Close the printhead carriage latch and make sure the loops catch the hooks. See the illustration below.
Figure 5: Loops catch hooks
Snap the latch into place.
Plug in the power cord.

If the error clears, a message to align the printheads may appear on the HP Officejet D and HP Officejet 7100. Press Enter to align. If the error persists contact HP. Printhead replacement will not resolve this problem - the printer will have to be serviced.
try this link : I followed the directions and fixed the problem. the instructions that came with the new printhead weren't really complete.
Here's essentially all I did for my fix - Opened the printer top, turned the printer off. Removed the "bad" printhead, cleaned the metal contacts on the printhead and printer with windex. Closed the printer. Turned it on. waited for it to reset. Opened the printer. Turned the printer off again. Installed the printhead. Closed the lid. Plugged the printer in again. When it was ready I accessed the HP toolbox and alligned the printheads and cleaned the printheads. It worked. Here's a link with photos.
