White dot for DLP Projector TV is not because of the light buy. It is caused by aging DLP chip ( DMD Chip.) Your TV DLP Part should be the following image:
If the model number (Toshiba 65HM167) is correct the dots are a damaged Optical light engine.
These early units were DLP but had a 1/4 of a million micro mirrors in the optical unit--if they do not open and close correctly you get dots---seen some with 15 or more dots.
Actually hardrocko it is not a DLP light engine so the link you put up is completely wrong. DLP TVs have light engine and LCD projection have optical blocks. These are two totally different technologies. It is possible to fix this problem by cleaning the blue lcd chip. This link is more efficient in helping you solve your problem. I've got the RU60SZ10 which is pretty much the same TV and these two sites have helped me tremendously.

If this a DLP TV you have a bad 'Light Engine'. It would be best to go an Authorized Service Center for repair it will be costly, but some Companies have a recall on their Light Engines also known as Optical Block.

Im having problems with my 62mx195. The I have a good picture but i have shadows next to or on certain objects. It occurs over the whole screen at different scenes of show. There are blue shadows that pop up intermittently. I have tried hooking up different DVD players to the TV to see if there is a difference, but nothing. It seems minor but it annoying as hell. I hope it is not an Light Engine.

If your bulb light came on, Replace it before the bulb goes out. if not It could damage the bulb housing when the bulb pops. I have the same problem and dont have a solution for the spot.
