Not all Inspirons have CD burners (the 4 factory options were CD-ROM, CD-RW, DVD-ROM, and DVD/CD-RW. You can confirm that via Windows Start > Control Panel > System > Hardware > Device Manager and double click on DVD/CD-ROM drives to see what model drive you have, then just Google it to see what it's capable of.
In case you have either a CD-RW type drive or a DVD/ CD-RW drive and it doesn't want to burn CD's , then it's a bad drive.
goto run and type "compmgmt.msc"(without quotes) and select disc management if the dvd drive is showing below the hard disks means your dvd drive is working fine only thing you have to do is to right click on the CD-Rom 0 and change drive letter and paths to it .if the CD ROM option is not seen in disk management then you have to go to the device manager option under computer management and expand cd/dvd -rom drives and you will find your dvd drive model if not that means that your dvd drive has got hardware problem
Please explain your problem as corrupted cd/dvd rom driver doesn't stand for anything. CD/DVD ROM driver can never corrupt only lens of cd/dvd driver becomes weak because of which it cann't read cd or dvd
try to clean it with cd cleaner. after that try your known good cd maybe its just the cd/dvd that has the problem. if still doesn't work try using cd first then dvd. because some combo drive fail to read cd but can read dvd or vice versa. also check for the cd or dvd speed, type and class.
