I just aquired an RCA P46738AT television set made in 1994. The TV makes a quiet charging noise when it is pluged in but when the power button is pressed the green light flashes on for a second and then off with no power. I suspect that it is an HV board but am not sure wich one. If parts are even still available can you please help me trouble shoot and locate parts for this. I am a repairman with muti-testing and soldiering skills but I am lost without some guidance on this one.

Shorted horizontial output transistor q14401 -I think- and bad flyback transformer(high voltage transformer).The noise is the power supply starting and shutting down very quickly because of the shorted transistor.Very common problem,but some of the flybacks are no longer available from RCA.Sometimes you can use generic but questionable life on some of these.
More than likely it has bad solder connections on the circuit board. You could try tapping lightly on power supply/deflection boards to see if it makes contact. Usually I find bad solder on those right under where the power cord plugs in, on the bottom of the board. If you have a soldering iron and solder you could save a few hundred dollars in repair costs, but use caution and make sure all power to set is disconnected. Maybe mark each plug as you disconnect them. Hope this helps. Good luck, Russmann.
ok lets begin... shut off? ...is the set staying off. NO POwer at all.. does the set try to come on. does the set have a blinking led on front. have you tried unpluging then waiting 30 min then trying to turn it on again.. this set has a processor and when it detectect any fault will shut the set down
Question do you see green led or light when pressing power button? If you can also listen for a high pitch noise coming from back of set. This would be an indication that the set has powersuppy problem or high voltage problems. If the set is dead and no noise then maybe fuse or open circuit.
