You have the belt on wrong. There is a side with numbers or writing on it and ribbed side like treads. The tread side should be facing down, making contact with the drum. If the other side is touching the drum then whenever clothes are put in the belt will slip causing the drum not to turn.
lewensc...this sounds like a classic timer issue. Before replacing it, first turn off your mains breakers and then back on. Check all wiring from the breaker panel to the unit. If okay, then have a quick look at the items in the dryer and test them using a multi tester. If nothing is amiss, replace the timer.
Check the fan that is supposed to blow the hot air into the drum. It may be seized or jammed. It should be situated on the top of the outer drum. You will need to remove the top cover from the machine and identify the blower fan.
The cold water feeds for condenser cooling and for wash cycle drum fill are controlled by separate solenoid valves (manifolded together at the cold water inlet hose union).
When the solenoid on my condenser coolant valve failed a couple of years back, I got symptoms like yours. A new pair of valves isn't expensive to buy and is a trivial job to fit.
If this is what has been happening, suggest you also inspect the insides of your dryer fan and of the pump - neither of mine took really kindly to having been cooked for hours on end.
