Have you tried doing a factory restore? It will wipe all the information from your phone(contacts, downloaded apps, etc) most likely this well solve your problem it sounds like the android os is not booting properly or may have a system dependent service crashing on boot causing the system to hang. With the phone off press and hold the power button and the vol down button(might be volume up button) should get you into recovery mode where you can do a factory reset.

You need to run the check disk utility. You have corrupt or missing boot or system files.
To run the check disk utility you will need a repair disc or
a operating system disc. Put the disc in the cd drive and boot from
it. You want to get to the Dos Command Prompt (Black screen with white
letters) and type the following command: chkdsk /r
Check disk will run well over an hour or two and you will notice the
percentages going from high to low, this is normal. Let it run to
completion. Then reboot machine.
If check disk fails to solve your problem you might have to reinstall windows.
Try doing a Repair Install that way you don't loose your data, documents,
music, pictures, videos or programs.
In windows xp you get to the dos command prompt by selecting R for repair when
the options appear.
In Vista and Windows 7 you want to get to the recovery
console and look down at the bottom of the window for the Dos Command.
Once you upgrade the firmware. You can not go back. To bring the phone back at least from black screen. You have to keep trying to reboot in dfu mode.I am assuming you jail broke your phone, so you might have to use that software to bring it back up with that.Good Luck
A few things to check:
1. If it worked before and not now then it is possibly an app on the phone that is interfering with the call some how.
2. Their is a photo sensitive device on the phone put their to detect the presences of your face when your making a call. It often looks like a black circle under the plastic or glass surface of the phone. Make sure it is clear so that light may pass into the devices chamber (make sure their is no dirt or oil on it).
3. Also try to update the software on your phone. You can usually find an check for updates option under the settings on the phone.
4. If all else fails try to reset your phone to factor defaults. However this may erase data on your phone. 5. If nothing else works then it sounds like a software glitch that a developer would have to fix.
You will probably need to reboot into recovery mode and restore your phone. To get into recovery mode, make sure your phone is connected to you computer via usb cable, then you need to hold down the sleep button and the home button down at the same time for 10 seconds then release the sleep button. Continue holding the home button down until iTunes detects a phone in recovery mode, once it's in recovery mode you can press the restore from within iTunes.
