Q5030 is probably shorted, This is the Horizontal out put.

If you don't here the Static, or high voltage when first turning on the unit, you possibly can have a shorted horizontal output or bad fly back, repair for this unit under a 100.00 if it is the deflection board like i assume. Well good luck friend. Horizontal out put
And to test place positive wire from meter on the collector and
negative wire on the emitter, base, and a ground, the collector should
not be shorted to anything

OK, usually two ICs found bad located on DZ Board (main board) for that symptom, replace IC6501 and IC8002 on DZ Board to solve the issue, both ICs has same part number that is MCZ3001DB and available in PartStore.com
If you are not familiar with soldering work to replace IC / parts on circuit board then local tv repairman will do this job for you.

I'm an experienced Sony tech and do not recommend a novice to repair tv due to risk involve in tv repair.
Please contact local tv repairman to replace said ICs in tv, it is safe way to avoid any damage.
IC6501 and IC8002 are circuit location number of both ICs and part number for both ICs is same that is MCZ3001DB that I mentioned in above link.

6 years old.
Forgive my ignorance, but the link you provided to the PartStore.com showed one IC. When I tried searching using each of the 2 IC numbers, results were not for Sony TV's.
Can you list links to both parts?
Is there a less expensive option for the 2 parts or can I find them for less somewhere else?
What are the needed tools for this job, can you post links to them also?
I never done anything like that before, but would like to do it myself.
Thank you welcomejee, I appreciate your concern for my safety and for the TV. I don't know how much a job like this would cost. I don't want to pay a couple of a hundred dollars to fix a 6 year old TV when I can put some more and buy a new one. I can follow instructions including safety ones and fix it myself. What do you think?
