If it "keeps" blowing the ECM fuse, it is because you "KEEP" replacing the fuse without diagnosing and repairing the reason the fuse is blown.

The fuel pump is shorting out and that is why the ecm fuse is blowing .Disconnect the the fuel pump and try it again,if the fuse blow's again then it is not the fuel pump.
check your wires underneath that run back to rear of vehicle, sometimes when the both mounts rust through the body come down on the wires and grounds them out

You realy need to give somemore information .If you are blowing an ECM fusethen it has to be a short cirrcuit seeing the VCM dosn't generate voltage it uses refferance voltages from the VSS systems 5 volt dc You must have an engine check light on at the point you have what is called an OBD 11 system on board dianosistic corrector to test this with . If you don't have a code reader or a scanner to read it take it to your local parts store and they will read it for free .If you can give me this informatoin then i can help you narrow down the problem . Its likely a sensor something simple that is not going to cost you an arm and a leg that you could replace your self .The trick is knowing what to replace
