What kind of internet connection do you have? Below are steps for dialup. If you a different internet connection please reply back.
1. Log on to you account.
2. Go to Network Connections.
3. Double click the icon for your ISP connection.
4. Towards the bottom. Move the dot from "only me" to "all users."
5. Click OK.
NOTE: This does not work if the network connection
item is for AOL. If using AOL, contact their technical support.
This problem is usually due to parental controls or user application privileges/ network privileges.
The account that can connect to the internet should be the "administrator". In "Control Panel" access "user accounts" and check the privileges. Enable full (or the ones you want) access. "Parental controls" will block internet connections, check to make sure this is disabled or the correct level is enabled.
