Benq FP71G+ 17" LCD with Power Recycle (shutdown & return).
When switched ON, it display the Benq logo then display the normal display output from the computer. Then it turns dark with power LED still green, then NO light on the power LED & later it come back and the display show the Benq logo (as if we switched the power OFF & ON again). This sequence just repeat & the time between is not constant (it varies). Sometime a few seconds & sometime about 30 seconds in certain steps.

You should start with Rotary switch on "Maintenance Bypass" position and Qf1 open.
Turn Rotary Sw to "Test" position and wait for self test to execute and UPS to turn on.
Once you get the Yellow lamp lit, it is asking for QF1 to close
Once closng QF1, if green LED is lit, turn UPS off by pressing gray button until it ask for confirmation, select Yes and press Return.
Turn Rotary Sw to Normal position, press On button and the green LED will illuminate.
If, after closing QF1, the green LED didn`t lit, turn Rotary Sw to Normal, press On button and wait for green LED to lit.

Please verify the power option setting present in 'control pannel' option once. If you have selected to turn off the power supply after 10mins, (once the system is in idle state) then the SMPS will stop supplying power.
Try to re-solder the inverter part of the board. You may recognize that part where the 4 connectors from the backlight tubes can be found.... usually the small transformators (sorry, my technical English is not good) have bad soldering eyes after longer use. This may work if backlight turns on for a few seconds, then the power led is still alight but screen goes dark.... the inverter then "thinks" one of the tubes might be defective and turns power off. Hope this helps a little...
Resolder the power transistors on inverter board and also check them.If display is not there at all some of this 4 transistors C5707 should be defective.Check associated fuse and Fet which drives the transistor.
Also check with Benq ,Normally offers three year warranty.
Dor, BenQ has a 3yr warranty on their monitors. I would contact their tech support and receive an RMA to return it for repair. It will cost you shipping out there but they will ship it back. I has a BenQ FP731 myself and it blew a capacitor inside that allowed the screen to stay on. Fixed it and had it back in 5-7 days. Good luck.
Explicit enough to see that's this a a repair shop job. That also probably means a replacement- cost of which will not be much more than repair prices.
One thing how ever- the power supply[which would appear to be the problem] is this built into the screen [that is does the screen have mains power direct? Or is it powered from an external 'Power Brick'
If it is of the Power Brick type - then a new power supply is the answer - get on of the stabilized universal type with a fistful of connectors and a voltage selector switch.
