Hey there, Cheri Torres with DISH Network Customer Service here. I came across your post and wanted to see if I could help. In order to program your remote to your TV you will need to first locate the model number of the remote. The model number of the remote will be located on the back of the remote at the top, usually a two to three digit number with a decimal point. I will list here for you the best remote codes for our more popular models of remotes. Instructions for addressing remote to TV

1. Turn the Television On.
2. Press and hold the TV mode button until all the mode lights light up.
   
3. Enter the three-digit code using the buttons on the number pad.
4. Press the pound(#) button once. Note: The LED will flash three times.
5. Test functionality with the TV.
6. Return to Step 2 if the remote is not able to turn the TV On/Off, change the volume and mute the television.

If this hasn't been resolved, I do have some steps that will help you out. The link below will walk you through a power scan, which will program the remote to the tv. At that point, you will be able to change the channels on the tv with the remote.

We're happy to help you with getting your DISH Network remote addressed to your TV. We're going to start by pressing and holding the TV button on the top of your remote until all mode button back lights come on, and then release. Use the number buttons to enter the codes for your Vizio TV; here are some of the codes we currently have: 505, 598, 627, 520, and 627. Press the pound (#) button to save the code in your remote. To check that the code works try several different functions on the remote to make sure it will properly operate the TV. Remember that some codes may not be compatible with your equipment. If this is the case, try the other codes listed for your Vizio TV until you find one that is compatible with it.

Hi tbombertigermy name is Mike Houston of DISH Network and I was going over your post and Isee where your Emerson TV needs to be programmed to your DISH Network remote. Ihave the codes 569, 632, 505, 516 and 004. What you will want to do is holddown the clear TV button for 6 seconds and then press in the three digit codeand the # button. Not likely will your current remote ever have the capability for your newer model. The code sets are designed into the Dish remote as they were available then and don't 'learn' newer sets.
You might try to find one of the other Funai brand code sets under these names:
Funai, Symphonic, Emerson, Aventura, Durabrand, ESA, Magnavox, INSIGNIA, and Misakai
Even if you do find one that gives you some functions, I doubt you will find one set for both TV and DVD player so you will have to try individual code sets; one for TV, another for DVD.

The word from RCA technical support is that the remote for the L32HD31R operates on a different frequency and there is currently NO universal remote on the market that will work with the set. They say that they have plans to market a universal remote and that they are working with other manufactuers of remotes but there is no resolution or time frame available. In short, you will have to use two remotes and keep checking the RCA website for a breakthrough.

I'm not sure that I would have bought the TV if I'd known.
