I'm not clear on your description, so here goes:

If it showed the Toshiba start screen, then asked for a password, then your hard drive is password protected.

If it showed the Toshiba screen, then asked for password, and you entered it, and then it goes "insert disk", then your hard drive is passworded and wiped.

If the first thing it does is ask for a password, then the password is in the BIOS.

How do i reset my windows xp password if i have forgotten it

Forgot Windows XP password? The first thing which you check is whether you forgot windows xp login password or not. When we install Windows, it automatically creates an account "Administrator" and sets its password to blank. So if you have forgot your user account password then try this:
Start system and when you See Windows Welcome screen / Login screen, press ctrl+alt+del keys Twice and it'll show Classic Login box. Now type "Administrator" (without quotes) in Username and leave Password field blank. Now press Enter and you should be able to log in Windows.
Now you can reset your account password from "Control Panel -> User Accounts".
Same thing can be done using Safe Mode. In Safe Mode Windows will show this in-built Administrator account in Login screen.
Windows XP and further versions also provide another method to recover forgotten Password by using "Reset Disk". If you created a Password Reset Disk in past, you can use that disk to reset the password. Or try free program called Ophcrack or Windows Password Recovery Tool 3.0.

Key Disk for Toshiba laptops Some Toshiba notebooks allow to bypass BIOS by inserting a "key-disk" in the floppy disk drive while booting. To create a Toshiba Keydisk, take a 720Kb or 1.44Mb floppy disk, format it (if it's not formatted yet), then use a hex editor such as Hex Workshop to change the first fwe bytes of the second sector (the one after the boot sector) and set them to 4B 45 59 00 00 (note that the first three bytes are the ASCII for "KEY" :) followed by two zeroes). Once you have created the key disk put it into the notebook's drive and turn it on, then push the reset button and when asked for password, press Enter. You will be asked to Set Password again. Press Y and Enter. You'll enter the BIOS configuration where you can set a new password. .

Reinstall Windows from a Disk

1 Turn on your Toshiba . Insert your recovery disk or the original Windows operating system DVD

into the 's CD/DVD drive. Turn off the computer.

2 Turn on the Toshiba . In the first few seconds while it is starting up, press and hold the F12 key on your keyboard to access the Boot Menu. (Note: Some Toshiba models may tell you to press "C" to boot

from the CD-ROM). The screen will display boot for this boot up session only.

3 Use the arrow keys to navigate. Select the CD-ROM/DVD drive to highlight it. Press "Enter." Be aware that this setting is for this session only; it is not a permanent change.

4 Allow the computer to start up. Follow the onscreen instructions for reinstalling the operating system from the disk.

Reinstall from a Recovery Partition

1 Boot up the Toshiba . In the first few seconds while it is starting up, press and hold the F8 key. This will begin the "Advanced Boot Options" menu.

2 Use the arrow keys on your keyboard to navigate the menu. Move the keys to select "Repair Your Computer." Press "Enter."

3 Select your language and keyboard; click "Next."

4 Select your Windows user name from the drop-down menu. Enter your password if required. Click "OK." This will begin the "System Recovery Options" menu.

5 Select the Toshiba Recovery Wizard and follow the onscreen instructions. The Toshiba Recovery Wizard will delete all existing data on the hard drive and reinstall Windows.

Hope this helps!

It keep asking for a password as soon i turn it on

There is only ONE FREE way, and that is to make and use a Key Disk for Toshiba laptops.
Some Toshiba notebooks allow to bypass BIOS by inserting a "key-disk" in the floppy disk drive while booting. You'll enter the BIOS configuration where you can set a new password. .
Or one can take it to an authorised service center, and for a price, and with proof of ownership, they will unlock your unit for you

Format the disk to be BOOTABLE using Windows and then with a hex editor, change the first five bytes of the second sector to 4B 45 59 00 00.
Then put the floppy into your machine and boot it up, you’ll be asked for a password, just press Enter. Then when you’re asked to set the password, type Y then Enter, this will get you into the bios configuration where you can then type in a new password.
