First of all you should always follow anti-static procedures before doing anything inside a PC. Unplug the power, earth yourself on a door handle, radiator or some metal or even touch the chasis of the PC to earth yourself, then you can start.
Remove the cmos battery again and some where near the battery is the cmos reset jumper, you need to move this jumper to reset cmos and leave it for 10 seconds. Move the jumper back to the previous position and reinsert the battery and all should be well.
Good luck

Default boot order for emachine laptop 732

Step 1:
All computer systems go through a set of instructions called the Basic Input/Output System (BIOS) when they are turned on. The BIOS checks all of the hardware and software installed on the computer to make sure they are working properly before loading the operating system. You may need to access the BIOS menu periodically to find out the current version of the BIOS you have if there are upgrades available. The command you use to access the BIOS settings on an Emachines computer will vary depending on the specific model you have.

Access the Start menu and click "Shut Down." Select the "Restart" option. Wait for the Emachines logo to appear on the screen as the computer begins booting up again. Press the "Tab" key when the logo appears and see if the computer switches to the BIOS menu. Press the "Escape," "Delete," or "F2" keys if the "Tab" key doesn't take you to the BIOS menu screen. Use the right arrow key to highlight the "Main" entry and press Enter. Scroll down to the heading labeled "BIOS version." Check the long string of numbers and letters under the "BIOS version" heading to locate the current BIOS version your Emachines is using. Press the "F10" key to exit the BIOS menu screen and finish booting up the computer's operating system.

How do i set my laptop to booth from cd/dvd?

There are 2 things you could do. 1) you can change the boot settings in the bios or 2) you can choose the the boot device on the logo screen or bios screen on startup. to do #1 you need to press either DEL or F2 on the logo/bios screen. inside you can change the boot priority. for #2 once you see the logo/bios screen you can either press F10, F11 or F2 to go to the boot device selection. To know which buttons to press for these once you are on the bios screen the right button will be flashed.

Compaq presario 2199us notebook does not boot

Hi Krishna. Could be that the processor's cooling fan is no longer functioning and then the processor instantly overheats and everything STOPS !!! Could be the RAM memory chips not in good state anymore .....Could be that (while it tries to determine what hard drive is in there) the hard drive is BAD and cannot be identified... that would also just STOP everything. It really is quite a few things that could cause that

Unable to get to CMOS using any of the 3 methods

This machine is one of the first "legacy free" models which means there are no BIOS options to change. All settings and resources must be assigned by the OS.
For details, please check the "legacy free" FAQ on MS Knowledge base.
If you are trying to access the BIOS to change boot order so that you can boot from a CD, hold down the 'c' key during POST/boot. This will case your laptop to boot from CD-ROM.
