Windows 2000 & XP & Vista & 7 all contain the necessary device-driver software for CD/DVD units.
Open "My Computer" -- the device should be listed.
Open "Device Manager" -- the device should be listed.
If not, does the tray open/close when you press the button on the face-plate? If not, there is no electrical power reaching the device.
Check the SATA "power" connector.
Try using a different power-connector from the power-supply to the device.

Try following steps. Restart the PC, Press Delete for some time It will lead you to BIOS setting Go to the Boot Priority menu, select DVD ROM as First Boot and HDD as Second Boot Now Insert your Operating system CD: Vista Ultimate Restart the PC and when screen says " Press
any key to continue" hit "enter" Let the CD load and then select New Installation Format the drive by pressing L, and then create three partition , 100 GB for Vista Ultimate, 100 GB for Windows 7 and rest for data. Hit enter and let os Load After complete OS loading, system will restart and
again you will see " Press any key to continue" DO NOT PRESS ANY KEY. OS will boot and register it with microsft. create login and then remove OS DVD,
Insert the Windows 7 DVD restrt the system, Hit enter when it says " enter any key to continue" select new installation, point to the earlier created partition for windows 7 installation proceed with same procedure. after complete installation, when you restart the pc, you will find both the BOOT entries at booting. do not forget to load device drivers on both the OS.
I had a similar issue with windows 2008 and windows 7. the drive lost all its info and had to be reinitialized under both of those O.S.'s.. You can try that as long as it doesn't have any data you need.. Once you do that the drive will work and you can start using it. The file system under vista and above is slightly different than xp.
Where are you looking to recognize the disks? if it is in my computer in Windows it would most likely be because the Roxio software was what was recognizing the disks. generally Windows does not do a very good job of recognizing blank disks. I would look at the disk information in your current CD burning software and see what that says.
