The front wheels clip off. Take them off and wash in hot soapy water then rinse in fresh water. Clean the metal pin the wheels clip to and swivel on with a rag. A light spray of silicon lubricant will help. The usual Bee problem is they swivel too easily and people fit rubber washers on the metal pin to dampen it.
if you take one of the clips , if its a ring click, or a pressure clip, you can get them at home depot or Lowes, most hardware stores have them just take one of the other ones on the stroller to compare the size
On the front wheels there should be a plastic clip, either in between the double wheels or just above, all you need to do is flick this clip up to unlock the wheels and to lock them flick the clip back down, hope this helps
The wheels on a Bebecar Grand Style are held onto the axle by means of locking clips which are, in turn, covered by hub caps. If your wheel comes loose when knocked, it sounds as though the locking clip either isn't there, or isn't clipping onto the axle properly (which can be solved by cleaning/lubricating the clip, or replacing it).
