The problem on your monitor is a bad power supply. We you can solder you should be able to repair it. If you check our site at : www.ccl-la.com/badcaps.htm We have a monitor repair section with dis-assembly guides and repair procedures. I will post a Hanns-g guide tonight. This will show how to open and repair the monitor. We also have a repair parts kit available. If you don't want to do the repair yourself then we can do it for you, just email me if you have questions or wan tus to do the repair for ou.

Is the monitor a LCD monitor and does it uses a power adapter?
If this is the case then it could be the power adapter that is faulty or if it is underpowered and the thermal overload cuts in then it switches off and when it cools it switches back on again.
Check the monitors power specs and the adapter should match the power requirements of the monitor or greater (ie. the voltage should be the same but the current rating should be the same or greater).
There is probably a bad capacitor within the monitor that will not allow the picture to "hold" in the on configuration. This will need to be replaced. You can send it back to Phillips, or 17" monitors are pretty cheap these days. I would suggest a Samsung or BenQ. They both carry 3yr warranties.
