the problem is from the battery. the battery is bad and needs to be replaced with a new one. so, go to a nearby motorolla outlet purchase a new battery, charge for an hour before putting ON the phone.. NOTE; do not switch on the phone until the battery is properly charged.
Stuck in a bootloader mode ,the V3i won't charge. Get hold of another v3i nad replace to charge own battery . after that place this charged bty in your stuck v3i and reflash with a MP that works (the last one u tried probably won't get loaded so get a fresh one)
The internal phone software needs to be "reinstalled". Take it to a service center, they'll know how to do that. The phone will not charge, will not power on and will not accept any input from the keyboard or the USB port except the correct software. If you try to reload the internal firmware by yourself (there are guides in internet telling how to proceed) be aware that you can render the pone useless beyond any repair.
try charging up your phone (also verify your battery is not going bad) then reattempt, some programs will not even allow you to update certain portions of the phones software unless your battery is at a sufficient charge.....it very well may be just a battery replacement issue
