I had the same problem and eventually found the solution. the tact switches behind the front panel buttons will leak when they get old causing them to activate on their own. your channel up or down button is stuck on. take off the back cover and you will see a small clip in circuit board behind the front panel. take out the board and remove the channel up or down switch and your set should work fine again. the remote will still work fine for changing the channels.
update: I found replacement tactile switches at Newark, part no. PTS645TL50. I replaced all six switches on the board and my TV works great now. I opened up one of the bad switches and noticed some deposits between the contacts from the copper plated actuator. This was probably causing a leakage of charge between the ground side and the high side which would activate the switch. If the set is plugged in then one side of the switch is always at high potential even when the TV is off.

Have you tried to unplug the TV set for a half hour or so? If not see if that helps reset the set. If that does not work, make sure that none of the front panel channels buttons on the front of the TV set is not pushed in and stuck. Or if all this is checked and the TV set still scrolls, there is a problem in the remote sensor, or the front panel board will need to be replaced. Good Luck
Hook the converter box cables to the input RCA jacks on the back of the VCR, then hook the output RCA jacks to the input RCA jacks to the TV, Keep the VCR on channel 3 or 4, on the TV in menu scroll through the source settings to find the what source the vcr is using
You probably need to SCAN the channels. Connect the signal source to the tv. Either cable or Antenna. Enter the menu mode on the tv. You can do through the remote.
Scroll down to the signal source. Select the signal source you have connected to the back of set.
Scroll to SCAN in the menu. SCAN in the channels. Exit menu mode.
You can now watch available channels.
Check for a channel button on the front of the set.. one of them is sticking. Try spraying some WD40 around the front buttons and work each one to make sure none are sticking in..
my RCA floor model continually scans and will not stop. not sure what model
