There is no such thing as turning the frequency on on the Casio calculators. Just enter your data in lists. Choose one List where you put the frequency information. When you want to GRAPH or perform CALCulations you have a TAB labeled SET corresponding to key F6:SET. When you press F6, a new screen open where you assign the list to the variables.
Here are a few screen captures to help you.

Fx- 9750gii ... I deleted the table on my table

If the table contains experimental (statistical) data that you gathered and put in a table on the calculator, then I am sorry to say that if table is deleted there is no way to get the data back. You will have to renter it.
However if it is a table connected to a function you graphed then the table can be regenerated: Type in the function anew, press the table function key, then graph it.

How do you find the standard deviation using the list function when you place values in two lists? (Casio fx-9750GII)

It depends what the two list mean.
If you are doing 1-var statistics you may want to enter the frequency of a data element (if some are repeated) in the list L2.
In that case when you run the CALC 1-Var , you first press the F6 key to set the lists Data List1, and Frequency List 2.
Once you set the lists, press the F1 key to select 1-var. The calculator will give all the statistics of the distribution.

If you are doing 2-var stats SET the lists and press F2 2-var. The calculator will give you the x-statistics, followed by the y-statistics.

How do i use the fx-300es to graph

Sorry but you cannot do that. This is not a graphing calculator. However you can generate a table of values for your function (MODE TABLE) and use it to graph the curve by hand (pencil and paper).

If you need a Casio graphing calculator, one of the cheaper ones is the Casio FX-9750GII. Equivalent Texas Instruments calculators are the TI83PLUS/TI84PLUS.
