Scanner previously worked correctly. Now when scanning an item it only prints black/grey horizontal bands. It does the same thing when scanning from the computer and scanning directly from the 3100. Scanning light is coming on and travels the bed.

there should be an option to align the cartridges (it will automatically print a test page, which you then place in the scanner and follow its instructions). Also check your connections--a bad communication between the computer and printer could conceivably make it do some wonky things like that.
Please make sure the scanner flatbed is clean.
You can also try to copy and see if it happens on copying.
If it does, then your printer needs servicing.
sounds as if your scanner bulb is fualty I would suggest doing a power cycle - by removing the power cord while on wait ten seconds and plug cord back in or try a different power socket (preferbly a direct socket without any adapters connected to it)
If black bands are appearing on all documents your scanning then yes you have to get a new scanner. Main board inside of the scanner is going bad and you can't buy spare parts for scanners.
The other thing you can check just to be sure. When the scanner is scanning the light will go all the way to one side and then move all the way to the other side. Look at the light and see if it stays on the whole way when its moving from side to to side, if it does then the main board is bad, if it doesn't then it could be a faulty scanner light and that you maybe able to replace depending on how old the scanner is. Best thing at that point would be to google your scanner and see if that spare lamp is available.
I called technical support for this issue previously with my brother mfc. It would only do this during color scanning. b&w scanning was just fine. The tech support put me through resetting the reference point of the scanner through a series of button pressing and closing and opening the paper feeder. I kept gettting the same lousy results. Then they determined that the scanner module needs replacing and I needed to take to the nearest service center.
