You have to replace the batteries.
Here is a
link that leads you to download the manual in english language for free. When you open the manual, you would see instructions on how to replace the batteries and the type of batteries which are compatible with your device.
Also, if you do not want to go to the manual, here is a step by step instruction on how the battery should be replaced.
1. Switch off your camera and open the battery/memory card chamber.(ensure that the power light and monitor have gone off before opening the chamber).
2. After opening the chamber, slide the orange battery latch upward and remove the battery using your hand.
3. Use the new battery to push or slide the orange latch upward and make sure that the positive and negative terminals of the battery are on the left and right side respectively(doing otherwise would damage your camera)
4. After pushing the battery in completely, the orange latch would lock into place and then you can close the battery/memory card chamber.
You should charge the new battery for a couple of hours before turning it on.
The device uses a rechargeable Li-ion battery EN-EL10.

I cleaned the battery case and measured 12 volts on the battery holder terminals but I still have no power. My situation is the same as SD harker's problem in that I purchased the camera from someone on ebay and while the camera looks pristine, it didn't work when I received it. No wonder the price was so good! I used the F5 for nearly 10 years when I worked for the federal government so the problem isn't between my ears.
I had the same problem after mounting a new lense. The camera had worked fine until I put the new lense on then it wouldn't power up at all. I changed the batteries and nothing happened so in the end cleaned all the lense connections and it seems to work OK now...
