Remove the battery and plug in the Cord/charger, will it boot? If no, try another Cord/Charger with the EXACT same power specs. Replace battery if necessary.
If it does not work with the Charger while the battery is out then I would say either your charger is bad, the dc power jack where the charger plugs into the laptop is bad or you've got motherboard issues. Does the charger have a light on it to indicate that it is on when plugged in the wall? Do you see any lights when you plug the charger into the laptop?
Take an ink pen and see if the little pin inside the computer where the charger plugs is loose and moves a bit. If so that is probably your problem. If the pin is tight and the charger works, then you've got motherboard issues.
It sounds like the battery charging ac cable might be faulty.. You might want to go to a local shop and see if they could try another cable before you go out and spend money on a new one. They usually will try a cable to see if that's the problem..
Please let me know if this washelpful and if it solved the problem and good luck..
What I believe they were mentioning is Flash the BIOS to the most current version, which should on the Acer support site (Support.acer.com or such)
If the old battery wasn't charging and the new one doesn't either then there also may be a hardware issue with the charging circuit if the BIOS flash doesn't resolve, at which time you discuss that issue with Acer if under warranty.
