I have windows 7 and my d-link PCI adapter is not working. the LED is not on and i cant connect, or even see, any wireless networks and windows 7 says my wireless is disabled. I've tried using the CD to install the drivers again but that hasn't helped.

I think you can download the driver online you can check this link of the manufacture company here . download the one that work with your operation system

Do you have an Ethernet connection?
1) What does Hardware Manager say about the device ? Does it exist ? Is is 'operating normally'?
2) Can you add the network in the Network Manager ?
3) Do you see the interface when you enter a DOS (Command) window and enter "ipconfig /all ' more"?

Here is the solution...

The wireless PCI card should be detected by any PCI slots, doesnt matter whatever may be the chipset made off...
The Light in the adapter is "OFF", says there is no power supply to the adapter and that is the reason the Wireless card is not detected...
unplug the adapter from the board and clean the PCI slot on board with a soft brush(the Pins in the PCI slot may get in contact with each other if u use any hard materials to clean)...
On the PCI wireless card clean the metallic contact surface (the place where the pci slot comes in contact with) using an ERASER and clean the dusts left by the eraser properly...
Now connect it back and check if the light is getting LIT up on the card...
Then you can also check under device manager either in Network adapters or under other devices...

have the same problem.  even after assigning a valid address statically to the network card and connecting with a wired connection, i cant even ping the router

make sure the Wireless zero configuration or WLAN auto configuration service on your OS is running
Try to search for wireless network using the Belkin wireless utility after disabling windows
