My Dell XPS 400 just completely turned off on it's own. The light on the power button was just blinking orange and it would not turn back on. A week later I tried the power button and it turned on. I normally leave my computer on and it just hibernates. About a week after it turned back on it just shut off and I can't turn it back on anymore. There isn't even a blinking orange light anymore. It's like the computer is just dead. Is this a power supply issue? Please help.

If you fan isn't turning like it should, it is definitely a power supply issue. Go out and purchase a power supply with 250-300 watts...thats a good standard wattage!!
