Most likely the new cartridge is defective. Most cartridges contain chips and these are occasionally bad. See if the retailer will exchange it for you.
It states: " Ink cartridge problem Cause The indicated ink cartridge(s) are missing or are damaged. Solution Replace the indicated ink cartridge(s) immediately so that you can resume printing. If there are no ink cartridges missing from the HP All-in-One, the ink cartridge contacts might need to be cleaned. If there are no ink cartridges missing from the HP All-in-One, and you still receive this message after cleaning the ink cartridge contacts, you might have a damaged ink cartridge. Good day!!! Try this method in re-inserting the ink. turn off your
printer, open the cover, bring the print head to the center, remove the
cartridge, now turn back on the printer without the cartridges, your
printer will recognize that the inks is missing now insert the inks one
at a time, and see if the error is still there.

Run the Head Cleaning utility to clear any clogged ink nozzles. To run the Head Cleaning Utility, follow the instructions below.
For Windows users:
1) Make sure that your printer is ON and the error light is off.
2) Access the printer software.
3) Click the Utility tab, then click the Head Cleaning button.
4) Follow the on-screen instructions
5) When the power light stops flashing, click Print nozzle check pattern in the Head Cleaning dialog box to confirm that the head is clean and to reset the cleaning cycle
If you find that any segments are missing from the nozzle check pattern, you may need to repeat the head cleaning and print the pattern again.
