When on, Is the pilot strong and blue flame? If its yellow the flame is being pulled away from the T/couple or Pilot generator it will cause the unit to shut down.If the pilot light is strong it could be the T/couple or pilot generator.
It could also be the high limit switch kicking the pilot off but that's usually the case.
you should have atech look at the problem as there are other reasons that could effect its operation

Installed new wall heater and thermostat and pilot is on but heater will not come on?

What about thermostat wire? What ya got 2 wires right? Touch them together she supposed to ignite the flames then after a few minutes the fan kicks in on fan models. You got the knob on the gas valve turned to the "ON" position?

turn gas knob to off, wait a minute, then turn knob to pilot. then press down on knob while lighting pilot, hold down at least 1 minute, then let the knob up slow. if it lights, then turn knob to run. if you can not light it after a few trys then the thermal coupling is bad and needs replaced. have a good day !

Have a 20yr + old vulcan gas heater and I cannot turn pilot off

Hi, If you are talking about the knob on a gas valve that you use to light the pilot and turn it off also, you have to turn the knob either ccw or cw to turn it off. To light the pilot is when you turn the knob to pilot and push down and hold it, light the pilot while you continue to push it down for a minute, and then slowly release it and pilot will stay lite. So, if this is the type you have just turn knob one way or the other and it will shut off. If you do not have this type set up, just turn off the gas to the furnace at the flex line as there should be a hand valve by code and by law that supplys gas to you're furnace. You can shut it off there and the pilot will also shut off.
Sincerely,
Shastalaker7
PS If you don't have either one of these shut off's, on the main gas valve it self, you should have a place marked pilot adjustment. Pop the small chrome cap and insert a very small screw driver to turn it cw to shut off pilot. This would be you're last choice.

If you have already changed out the thermocouple and the pilot goes out when the burner goes out, it leads to reason that the gas valve has a weak magnet or that the pilot is dirty. The cheapest thing would be to remove the pilot assembly and clean out the orifice. If it still drops out, you will need to replace the gas valve.

Vulcan Ilec central heater main burners turn off after few second

Flame rollout sensors, overheat thermistor, air proving switch, bad earthing, blocked flue. Any of these things can cause your problem. If its a permanent pilot, is it clean burning?? If electronic ignition, is the flame rod clean i.e. no carbon or rust etc.. Safest bet is a qualified gasfitter take a look at it.
