If you are running XP, right click on my computer and click properties. Then click the hardware tab and click device manager. If the driver is missing, you should see an exclamation mark on the webcam, if it is even listed. If it is not listed, go to the manufacturer site and go through their downloads to get he driver. Should be all here is to it.
Is this a new Windows installation? Vist Acer site and install the chipset drivers. Windows 7 does not install these automatically. However Windows 7 can continue upgrading drivers a few days later. http://www.acer.co.uk/ac/en/GB/content/drivers
If you are certain that your web cam is no longer installed you can re-install via the Acer Recovery Management Program. From main recovery menu, option restore to reinstall applications and drivers, open application/drivers menu, find "Suyin Camera Utility Crystal Eye" click green driver icon to the right to re-install.
If you have not installed the WEBcam driver then you need to download and install it.

OK this one is probably a newly installed driver or software, so when in safe mode remove the last software you installed or driver then reboot it wil probably be OK if NOT... check for viruses (BTW if you want to have access to the internet when in SAFE MODE) choose SAFE MODE WITH NETWORK CONECTIVITY then you can UPDATE the antivirus than scan the computer
