You would be best off also changing The terminating thermostat and the heater. That will pretty much guarantee a fix.

Apparently it is the drain behind the freezer panel on the inside and it is blocked. It needs to be unblocked and cleaned. You remove the food and the rear panel on the inside of the freezer. With a hair dryer (carefully) remove all ice build up and then unblock the drain line going to the pan under the refrigerator. The drain line can be cleaned with bi-carb and hot water (not boiling).

You might want to check and make sure the interior fan is working above the evaporator coils. If the fan isn't working the air won't circulate over the evaporator and it will frost over very quickly, and also cold air won't be pushed into the fridge side.
The fan might turn off when the door is open, hold the door switch shut while you check it.

In the freezer coil is a defrost heater coil, and a defrost thermostat. You have to expose the freezer coil to find them. If your local dealer can't get parts, I get mine from Repairclinic.com.

Had the same problem. Bottom of freezer was about the right temp but the upper part was way too warm. Fridge side was fine. Ice maker stopped making ice - it wasn't broken, but it won't run through its cycle if the temp is too high. Cubes already in storage hopper melted and water refroze as it ran to lower, colder part of fridge. Problem: Fan controller for freezer compartment was faulty. The fan itself was fine. Fix: GE replaced the main circuit board that controls everything on this model, including the freezer compartment fan. Once that was done, temp returned to normal, ice maker is happy again. The board had undergone several revisions from the factory installed one (could tell this by comparing the part number on the old and new boards - they increment it when they revise it.) Bad news: the part/labor were expensive and of course failed after the warranty ran out. Good news: the board is now guaranteed for 5 yrs. (Why wouldn't the factory-installed board ALSO be good for five years instead of just one? It's not like the replacement boards are made better.) Labor is covered only for 90 days though so it won't be free if they have to come back after that.

The fridge gets its cold air from the freezer through a vent(damper) between the freezer and fridge. There is a flap you adjust with the fridge temp. control. Make sure it's opening and closing when you adjust the fridge temp.
The problem could be the electronic control if you have one or the mechanical linkages.

Its defrost problem, the freezer should cool,
then freeze, then defrost cycle should start. In your case freezer is cooling,
then freezing, but its not defrosting. That's why fridge section is not
