Flash drives by default use the FAT32 file system. FAT32 has a limit of 4gb per file. So you could have four 4gb files on your pen drive, but no files bigger than about 4gb. You could use the NTFS format, but it's not suggested for flash drives since it reads/writes much more often than FAT and will make the drive lifetime MUCH shorter.

Sometimes when a flash memory stick fails because it was not removed from the USB port properly. If the device is removed by just pulling it out of the USB port, it can cause the flash device to fail, you must click on the Safely Remove Hardware icon on the Task Bar and select the device you wish to remove and only do so when instructed to do so.
When the flash memory device appears to malfunction it maybe possible to restore it by reformatting it. Insert the flash drive into the USB port then Click on Control Panel - Administrative Tools - Computer Management - Disk Management.
Then right click on Disk 1 removable drive and click Format. After the flash drive has been formatted it will indicate that its Healthy.
You need to format the external drive. Format the drive as primary drive and in FAT32.

The message which you are facing while formatting your flash drive maybe be due to below reasons.
1) It could be due to virus. Try to scan your flash drive with your anti-virus and check.
2) Second reason would be when you connecting your flash drive it may include some autorun files which starts its own when you connect your flash drive and because that file is running it wont allow to be formatted, so try to delete all the files including in your flash drive and than try formatting.

There is right protect switch on many pen drives , a physical write protect switch which enables you to either allow writing on the disk or disallow writing on the disk.
All you need to do is toggle the right protect switch and you would be able to write files on your pen drive.
