Look for a soldered in fuse in the 6 volt line. A shorted filter cap can kill the 6 volts and open the fuse too.

Power board is where 120 volts AC enters the TV. From the rear, the power board is on your right hand side (not bottom). After 120 volts, there is a fuse on the power line. Then the 120 volts go to a high voltage transformer and then there is a capacitor - 100 uf at 450 volts DC. Check the voltage here -- should be at least 390 volts or higher. If not, replace this capacitor with a higher capacity, ie, 350 uf with a rating of at least 400 volts (or any combination of capacitors totaling 350 uf.)

To find out what is going on your going to need to measure the power supply voltages and PSON voltage, start with the 5 volt supply if that is normal then test the PSON voltage it should either be 3 to 5 volt and go to about 1 volt or be close to 1 volt and go to 3 to 5 when you push the power button, if you see that change then test the other voltages. if they are all ok the power board is working ok, Be very careful around the power supply, if your not familiar with testing high DC voltage then take it in and have it repaired as the hot side voltage gets close to 400 volts on some sets.

It sounds to me like it has the wrong scan coils fitted to the replacement tube and there is no fix for that. You will need to fit the correct tube or have the old tube re built.

Check if the tube lights up at the rear, the fillament must glow.If not check for badly soldered joints at the picture tube connection or the HT transformer.
