The updater does not need to have a previous version installed, it will install the stand alone program. However DPP is not the program you need to connect to your camera, what you need is EOS Utility. That is also availible on the Canon website.

300D should work with Windows XP without any drivers. You can try to download ZoomBrowser from Canon website:
http://consumer.usa.canon.com/cusa/support/consumer/eos_slr_camera_systems/eos_digital_slr_cameras/eos_digital_rebel#DriversAndSoftware

just choose your OS

And the easiest way to solve your problem is to buy Compact Flash card reader.

The EOS 300D is called the Digital Rebel in some parts of the world. You can download software for the Rebel from
http://www.usa.canon.com/cusa/support/consumer/eos_slr_camera_systems/eos_digital_slr_cameras/eos_digital_rebel#DriversAndSoftware

If FixYa screwed up the formatting, it's

Canon EOS 300d will not close aperture on sigma lens

Hi
It is well known that some lenses made by Canon for the EOS film camera range do not work well with digital SLRs. Canon lenses work fine but it may be worth checking if the Sigma has a known problem with EOS digtal bodies.

Canon rebel xt EOS

Take a strong light and look into the slot where the CF card is placed. See if any of the pins are bent or touching each other. If the camera senses a fault in memory card communication, it may not power up.

Also check the battery contacts in the camera. If you can see any corrosion/discoloration of the contacts, try and clean them up with a pencil eraser.

Otherwise, it looks like you have done what is possible without taking the camera apart. Check into getting it serviced.

I Bought a used Canon EOS Rebel 300D. I did not include a CD for drivers. Where can i find the driver needed to download pics from my camera to my laptop. What cabels are needed and what are the steps...

You don't need the drivers. All you need is a flash card reader that will plug into your laptop's usb port. Much better than plugging your camera in to your computer. They are really inexpensive.
