Try the following, one at a time.
- Remove battery then connect power cord, then power on
- Remove the memory modules then power on
- Remove the other optical drives, then power on
- Remove other components, then power on.
This process is to illiminate the faulty component. It is possible that one component is faulty and is causing shortage that's why your laptop won't power.
If this doesn't work then you need to remove the internal components like hdd.
