Usually when touch screen doesn't work, it's a sign of water damage. It's also possible that you dropped it at some point and ruined the sensors inside. But it's PROBABLY water damage. What you can do is bring it to your phone carrier's closest store and ask them to check if your phone suffered water damage. They'll open the phone up and look. If it is water damage, you'll probably have to pay for a new one...If you're insured, it probably won't be that expensive.
The good news is, if you bring it there and it ISN'T water damage, you probably won't have to pay anything at all for them to replace it. Hope this helps!
