Try Selecting F12 to boot from CD,since you cant access the Bios,but in the event of you desiring to go to the Bios,it involves you opening the back panel to get to the CMOS Battery so i will suggest you take to an expert to do that for you.thanks
I need more info, can you get into the bios? Then there is a sellection bootoptions, sellect the hard drive put it as first bootdevice. You might have a empty bios battery so the bios can remember wich settings to use. I surgest replacing that battery anyway.
If its an older model laptop you can try hitting f8 f9 at the start, it will give you a bootmenu sellect the hard drive.

the Bios is the chip on *********** board that works or spits out instructions on boot up - 'when you first power up your computer'. The computer get's all it's instructions from this chip on the mouse and keyboard you are using to the resolution of your screen to the size of hard drive is in your computer. If you do not have a full understanding of how to do this upgrade and there is an urgent need to upgrade it. Leave it alone or bring it in to a qualified PC repair shop and have them do it. They would be liable if the upgrade didn't work. 'doing it 'loading an bios upgrade' wrongly can stop your Pc from working at all' and either you have to replace *********** board or find someone to replace your bios chip. I'm not sure how you could loose a bios chip, their soldered into the board. Are you sure your talking about the actual chip? Anyway, HERE is the mfg site that has all the information you should need, even to purchase a replacement part if needed.
For that try password as "dell" or "DELL" If it not works then you have to reset all settings of bios to factory defaults. For that you need to open back side cover of laptop. Open all screw in back side then remove cover then you find motherbord chipset . Pull cmos cell from motherbord 15 minutes so all settings goes to factory defaults.
