That definitely means the sound is muted, is the rest of the keyboard functional? I believe there is an option to turn off the mute in control panel under hardware and sound. However, I am unsure.
Either your Hard drive (hd) crashed or your hd cable or port is faulty. if your software is corrupt boot with a boot disk (assume you are using XP or Vista), press R on the blue options screen. you will be given a black dos prompt screen. Type in fixboot and type Y for an answer.
Restart your computer when it turn on click F8 then the Safe Mode Screen comes up use your keyboard.Enter on Safe Mode with Networking it will show two User Account's click on your's then start removing unwanted programs then reboot your computer.
Firstly the keyboard does blink, but do you hear 2 beeps one then another a few seconds later, if not memory or graphics fault.
Are you able to start in safe mode(press F8 when pc is booting up)when menu comes up highlight 'Start windows with last known good configuration' then press enter and it should re boot.
The graphics card(if it's not onboard)may need to be removed and re seated, also the memory.
Also check hard disk drive ide and power cable.
