My ge side by side profile tps24 is not cooling on the refrig side and the body of the refrig is hot. Any ideas?

have you readjusted the temps on each control,possibly you have the refrige side set too cold and this will reduce freezer cooling

Your refrig light switch does control the freezer fan and the refrig light bulb . Replace the refrig light switch .
Open the refrig door , freezer fan goes off and the refrig light comes on .

Your owners manual , will tell you the minimum clearences for the refrig . If I have 2 refrig's on my test line , less than 2 " apart , both will emit moisture on the sides , depending on the weather . There has to be air flow on the sides and rear . Sorry this doesn't answer your question directly , but there is no product that can be installed , to stop this problem with the refrig . However , you may , pull the refrig out , and treat the faceing wood , with a waterproof paint or sealant . It sounds like this part of the cabinet , will not be seen . Plastic will not work , moisture will just go thru it . Yes , treating the faceing wood sounds like the most logical solution .

Could be the start relay device on the compressor. Does it try to start every minute or so?

Verify you have voltage at your fan. If you have voltage and the fan is not running then it will need to be replaced.
