2 SATA Drives will not burn DVD-R but will burn...
Thank you for your attempt to help me with my problem. You offered a solution and asked me to let you know. I attempted to let you know what I had done but do not know if you received my reply. Thought I knew how to send it but it did not post under my original question. .
Anyway, I had one SATA burner in port 1 and one SATA burner in port 3. Since I posted the question I traded one SATA burner for a Samsung IDE burner giving me 1 SATA Burner and 2 IDE Burners. Each of them seems to work as it should. Sorry I "jumped the gun" and made the trade. You most likely could have solved my issue.

try uninstalling your burning software and drivers roll back the driver on the drive disable your antivirus and fire wall after disconnecting from the internet an run a fresh install of the drives drivers and software. if asked to keep present driver or replace choose replace present driver. this should fix you up.
I don't understand... are you able to POST or not?
Are you sure that both DVD drives that are on the secondary IDE channel are configured as MASTER and SLAVE by using the pins on the back of the drives?
Well, for one thing, your system is faster then mine. AMD Athlon X2 4000+ 2.10 GHz, 2GB, BIOSTAR A770 A2+ 160GB SATA. Anyway, what sata port did you install these DVD-Burners to. I know it shouldn't matter, but humor me for a minute. I have mine on the last two normally. Seems to work fine. Try it and see.
in device manager... remove ide controllers.. all of them. reboot an it reinstalls automatic then retry.. also make sure burner is master on ide and reader is slave... if not try burner by itself as master and see what happens. there was a bug of xp and intel sata sometimes writing then it was blank.. slaved burner on secondary when sata present or something to that point.
