Its a regular 26 inch wheel. Just get a replacement, take the old one off and slide the new one on.
It is definitely not a regular 26" wheel; not only is it about 2/3 the size, but the hub and bearing arrangement is entirely different. The Meridian has sealed bearings and attaches at the hub with a flat bolt and three proprietary metal knobs that prevent using normal wheels.

Mr. O'Connor's solution should work. Another option is to see if a local shop can find an identical or very similar rim and lace the rim to the old hub if it is OK. However, if it is true that you can get a new wheel for $50 building on the old hub may not be any cheaper.

Your correct that's the drive wheel . I looked all over and just got blank looks from local bike shops. Call Schwinn at 1-800-626-2811. That's there parts partner $50 bucks mailed to your house. You will need the model and some numbers on a sticker were tge pedals meet the hub. Good luck
It is not a regular wheel, it has to have traction therefore there is a special assembly on the hub of the wheel... I'm looking for it myself without success...
