Setup cannot find PublisherR.WW\PuRWW.cab
Office 2003 and 2007 are not 100% compatible.

There were a lot of changes to office 2007 most of them were not very well received by the public.

It may be looking for and office 2003 cab file (like a zip file).
Either that or if you are trying to RUN the program direct from a download then you may want to SAVE it somewhere and then run it from a local hard drive.

It seems that the CD by which you are trying to install Microsoft Office 2003 had the *.CAB File missing.

2 Option: It may need some Updates from Microsoft Website. So please download the required service pack for MS office.
