Printer my printer is already install to the computer it means it is connected to the computer. it has a new refill ink but why it did not function? what happen? what should i do?

The reason why your Lexmark printer keeps on telling you to install new cartridge because the printer have ink cartridge detection. Meaning it will detect whether that particular cartridge is an old one or not.
Each Ink Cartridges have its code and it will be registered to the printer once you have connected it. The printer will assume the ink level and once it is empty, that particular Lexmark Ink Cartridge will be registered to your printer as an empty ink cartridge and needed to be replace with a new one.
I would suggest getting a genuine new cartridge instead of refilling the ink cartridges.

Please check it's ink level. If it already has run out of ink then you replace the ink cartridge with a new one or refill it (refill is not advised to under warranty printers). Hope this helps. More questions, pls reply here...

An ink tank which has once been empty is
installed. Replace the applicable ink tank with
a new one.
Printing with a once-empty or refilled ink
tank can damage the print head.
If printing is continued without replacing the
refilled ink tank, press the Stop/Reset button
for 5 sec. or longer to record the use of a
refilled ink tank.
Note:
After the above operation, the function to
detect the remaining ink amount is disabled.
Keep your printer of nozzle checking. Refill Cartridge are most likely showing message "low ink", but it's actually not, i mean running good as new. Good luck!
Problem Solved --- Agree with the comment about "not buying the cheap ink". Stick with the Canon PiXMA (PGBK 5) and (BK 8) black ink refills. The printer can be cleaned and/or deep cleaned using the Menu Button to find this function.

Hi jskaff, Did you mean 'activate ink level detection function' of this printer?. Did you deactivate this function before?. Did you refill the ink tank?. Well, ink level detection function will active automatically when you replace the ink with new original one. Regards,
If after you install the cartridge you get a yellow light and error message:
“The following may have run out of color. The function for
detecting the remaining ink level will be disabled since the
ink level cannot be correctly detected. If you want to
continue printing with out this function, press the printer’s
start button. Canon recommends using new genuine Canon
cartridges in order to obtain optimum quality.”
Do not click “cancel printing”. Press printer start button
to start printing. This action will bypass the ink level
detection from the recycled cartridge. It will not damage the
printer! With a recycled cartridge this action needs to be
done one time.
A full recycled cartridge ink level may not display correctly.
It may show empty.
If you want to check the ink level, you can do a “Nozzle
check” by follow the directions below:
Go to menu File select print click on “Property” click
on “Maintenance”
Click on “Nozzle check” to print out the color check.
Click on “Cartridge Alignment” to align the cartridge.
