There can be several reasons why you are getting this error message. First, make sure that your user account is an administrator account. If you are sure that your account is an admin, follow this steps:
1. Choose Run from the Start menu. type %Temp% and click OK. delete all files inside the temp directory
3. Click again on run from start menu. Type cmd and hit Enter.
3. Drag iTunesSetup.exe from the Desktop into the C:\\WINDOWS\system32\cmd.exe window.
4. Add a space and then this text: /extract %TEMP%
5. Press return/enter. This will extract three Windows installer packages into your TEMP directory.
6. Navigate back to your TEMP directory.
7. Launch the AppleSoftwareUpdate Windows Installer Package. Complete the installation.
8. Launch the QuickTime Windows Installer Package. Complete the installation.
9. Launch the iTunes Windows Installer Package. Complete the installation.

Enter http://www.apple.com/itunes in your address bar or conduct a search for "iTunes download" to find the link.
Click on the iTunes free download link. It is located on the right side of the page.
This will take you to the main download page for iTunes software.
Enter your email address and then click the box that is labeled "Download Now." This will bring up a box that asks if you would like to run or save the program.
Click whichever you like, but by clicking "run," the process will start automatically.
After the download is complete, click "run" again, as this will start the installation process.
If you have opted to save the program first, locate it in the directory you have chosen and double-click on the iTunes setup program.
Follow the installation prompts, including accepting the terms and conditions and indicating where you would like the directory to be created.
Continue to follow the steps included with the setup assistant.
This will allow you to customize the options, including assigning certain properties to files. You can play all your MP3s through the iTunes interface or set iTunes as your default audio player.
Installing QuickTime
Go to http://www.apple.com and click the "Downloads" item on the top menu bar.
You will then have the option of installing QuickTime. This program allows you to watch streaming video on the Internet, as well as play other multimedia files, such as .AVI files.
Click the "Download" button beneath the QuickTime logo.
This action will take you to the main QuickTime download screen, where you will be prompted to enter your email address and continue on by clicking "Free Download Now."
This could be either you are trying to install a 64 bit iTunes onto a 32 bit computer or you dont have the programs needed to run iTunes installed on your computer IE: quick time
or have malware / or virus
scroll to bottom toolbar (bottom of screen) right click select task manager
applications you will see whats running
if you see anything you dont need running select end now and you might uninstall that specific
program if you or computer does not require it to run and
some unnecessary programs that could be jamming up your computer
also under processes see what is ticking over in the background again if you see something you
dont need to be running select end now and users you will see who is using your computer

create the menu tab on your homepage right click in the top toolbar you should see a number of toolbar options select the menu tab which will add File Edit View Favorites Tools and Help
click on the tools at the bottom of the drop down list will be internet options in the general tab tick in the box to delete temporary files history cookies and history boxes are all checked
and click delete
if you are still having problems installing iTunes try this solution that I used for a family member having the same error:
go to start>>control panel>>user accounts >>create a new user account that has admin
in the new user account try to install iTunes for all users.
If it installs, log out and go to your usual account, check you have access to iTunes and can use the program, set it to find your music and create the library.
Once your happy its installed and fully working you can delete the spare user account that you made.
