You will need to shut the water line off and disconnect from the faucet. Then you will need to unscrew the nut holding the faucet in place. Take the faucet out and then you will be able to disassemble the faucet and replace the washer. Newer faucets use a cartridge with the washer built in.
If you have hot water to all the other faucets in the area then you will need to disassemble the faucet and clean out whatever has plugged the hot water inlet to the internal cartridge.
It is likely that the o-rings have worn or broken down and are in need of replacement. Pfister provides a Troubleshooting Guide to walk you through possible solutions:
Before you start taking the whole faucet apart try taking the airiator or head of the end of the faucet. It may just be some sediment blocking the filter screen on the head. Unscrew the head and see if the water flows with the head off.
It even has pictures, which will really help since we all forget about the one screw (that's fastened from underneath the sink in the middle of the faucet assembly) which holds it onto sink.
Don't forget - only licensed plumbers are allowed to display their "plumbers crack" while working, (all others have to keep it covered!)
The faucet cartridge is more then likely blocked and the faucet will have to be disassembled in order to unblock it.
While it is disassembled you should slowly turn on the water lines to make sure the water ways in the faucet are clear. And thoroughly check the cartridge for damage. Replace if necessary.
Replacement Cartridges can be purchased at most plumbing supply houses or Big Box Stores such as Lowes or the like.
