I have a 5 year old Toshiba 62hm195 projection tv. Suddenly the bottom half of the picture looks like if is covered by a dense white net that vibrates and flashes. Any idea about what is wrong?

Yes, unfortunately, Televisions now a days are using cheap capacitors. They blow after about five years. You can do a visual and see if any of the capacitors are leaking or damaged. If you know how to solder, you can replace them yourself. If not, I would recommend you take it to a television repair center in your area. However here is a place that still sells them: http://salestores.com/toshib27.html
I hope this helps you.
A new light engine for any DLP TV ranges from $800 to $1200. I would advise not to repair. Cut your loses. Buy an extended warranty with any new TV. It will pay for itself.
You probably have faulty lcd panels inside the tv. replacing them can cost alot of money. I assume you have tried different inputs? If the dots are in excactly the same place then the lcd panels or lcd controller are faulty.
This is a DLP type TV and if you mean the lamp, that is not a bad price however:
Projection TV makers charge an arm and a leg for their replacement
lamps. They make it easy to do but as a result the custom lamp
assy is expensive. The trick is to just buy the bulb for your
model TV from any number of us aftermarket sources at a fraction of the
lamp price and install it in the old lamp yourself. really
easy. Some models are real bulb hogs though. Look them up
on the net (include the word complaint or repair) before you buy, or
you might be sorry. Many class action lawsuits out there - even
against some of the name brand makers.
Hope ya fix it!
