As you get suction from the hose pipe and none from the foot of the vacuum cleaner, I conclude that their is a blockage in the foot unit. That's right at the bottom, in the L shaped joint.
Power on the vacuum cleaner while the hose pipe is out of the unit, note the sound of the motor. Then while the vacuum is on connect the hose to the foot unit for carpet cleaning.
Does the sound of the motor change? If so this indicates that not so much air can be sucked through the foot section of the vacuum cleaner. Which is what you are experiencing!
The solution to the problem you are experiencing is to clean the pipe at the bottom of your vacuum cleaner, between the part where to get suction and the part you don't.
Use a torch if nessary and a stick etc... to remove whatever is stuck in there.

You should have suction without a filter. The bottom is on the unit,
right? It needs to be air tight.

I do not have a central vacuum system I have a dyson upright dc04 which is what I stated in the first place. Do not charge me anymore for giving me advice on the correct cleaner
