The problem is the pressure switch has failed or the hose is plugged up, has a hole in it. These are usually inexpensive and are very easy to replace. Here is a video this will walk you thru testing and replacing a pressure switch. You can also enter your model # for diagrams and illustrations of your specific model. All parts come with installation instructions. Not all models are available.

Fills Constantly

check the drain hose. Is it in the drain below the fill line of the washer?
In other words -- the drain line should be above the level of the washer lid top and in the line about 4-6 inches

Washer is overflowing

The water input on washers is controlled by the timer which actuates the solenoid valves for both hot and cold water, telling them when to fill and when to close. I would run the machine thru a fill cycle with the washer back off, and with a voltmeter, observe if the voltage ever cuts off as the timer runs. I Another variable is the water level control. So also determine if that is working since if it failed to open the 'fill' circuit at the proper volume, you might have this overflow problem.

Myn washer always overflowes as it filling it wont

This is usually the pressure switch. Also you could check the water inlet valve if water is still flowing in the machine after it stops. There are free videos on testing these components at www.appliancehelponline.com/servicemanual.html
You can also punch in your model # for diagrams
