Hello. You can't do anything about the IMEI being Blacklisted from Verizon. That phone is deemed stolen. You bought stolen goods

The only thing you can do with this phone is use it with another cellular provider SIM card. Most Verizon Samsung Galaxy Android phones are already Factory unlocked. You won't be able to get perfect reception on other carriers but you can use it with AT&T or T-Mobile's SIM cards. No Verizon or Sprint though.
