This is going to be a problem with one of the brake switches, most likely the switch on the front brake lever. The switch generally has slipped out a bit and needs readjusting, or corroded slightly on the inside and needs cleaned and lubed. What's happening is the brake switch is on, as if the brakes were applied, and the cruise's automatic disengage function when the brakes are applied is kicking in and not allowing the cruise to work.
