Your PRO-82 has a key marked "AIR". Press it while the scanner is powered ON and it will search the AIR band for you, stopping each time it detects an active frequency. For more details on programming and monitoring with your scanner, you can download and print the factory manual, at no cost, here:
When you reintilize the scanner, it should lose all programming and settings. Hold down the Tune/Clear button while pushing the reset button. Do not release the Tune/Clear button until the display clears and returns.
1. Power the scanner ON 2. Press the PGM key 3. Enter a channel number between 1 and 200 (you might want to start with 01). 4. Enter the frequency, including decimal point (Ex: 146.26). 5. Press ENT 6. Press PGM to advance to the next channel 7. Restart at number 4 above.

As long as all frequencies have been cleared, try initializing the scanner. This will return everything to the original factory settings.
To INITIALIZE: - Turn the scanner OFF, then switch it back ON. - Hold down the TUNE/CLEAR button. - While continuing to hold the TUNE/CLEAR button down, insert a pointed object such as a paperclip or the tip of a pen into the RESET opening on the side of the scanner, and press the RESET button inside the opening. The display should go blank. - When the display comes back on, press the TUNE/CLEAR button again. The scanner should now be ready to accept programming.

Unfortuantly the pro-82 is not a trunked scanner, it's only a vhf/uhf scanner and cannot pickup trunked systems. You need to replace it with atleast a pro-95 to pick up trunked systems. If you need your manual for the pro-82 follow this link.
you may need to play with the squelch. and/also hold down the light/key button until the key goes away but mess with the squelch after you get rid of the lock. you want the squelch as far left without it stopping and making static noise
