The VCR and DVD recorder won't eject/open on command either, so my guess is the capacitors on the power board are dead. Upvote
Never seen that code before? Hope it's not something major? The manual for this unit does not cover this error code, so unfortunately you will need to contact Hitachi
Fault at its main digital board. Short circuited component/s at it. Contact any service technician; or the authorized service center. If you wish to get some details; check the site linked here. Pull up older posts. http://electronicshelponline.blogspot.com/ In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.
After reading and trying these solutions with out success, what I did was climb to the top of my roof and throw the Panasonic unit onto the cement driveway. The end result was the unit still won't work but darn I feel much better. No Mo Panasonic electronics for me, thank you very much!!!!
Hit reset button, unplug it or swear at it. If you looked up online find more problems listed on unit then ways to correct problems. Does have nice play back. I bought a DVD maintenance kit seams to help some issues. good luvk
HiHello try ths

Resetting the Waste Ink Volume Counter 1) Enter SERVICE MODE.--- By pressing Menu-Copy-# 2) Select TEST MODE. 3) Select [8] PRINTER TEST in TEST MODE. 4) Select 3. [EEPROM CLEAR]. 5) Select 0. [INK COUNT]. 6) Press the [OK] key. 7) Press the [Stop/Reset] key (returning to the state of 3)), and then press the [ON/OFF] key.
Skip step (6) since there is no [OK] key on F30 printers. Please come back and just gave a vote, it will gave me some satisfaction to know am helping some one so I will keep on helping.

The model number you listed isn't in the current or 'retired' products list.
If you find that F60 is in error, you should be able to download a manual here:
Vulcan-Hart
You could always try to force it into standby mode and back out again:
Press [í/I, POWER] on the main unit to switch the unit to standby. Wait about 30-60secs.
Now press [í/I, POWER] on the main unit again to turn the unit on.
If that doesn't take care of it, everything thing I've found points
toward a replacement of components inside the system by a repair
service. Hopefully you are still under warranty!
I have same problem with es40v - f60 error with no response to troubleshooting protocol. This machine also was used very little & also has a history of turning itself on. Panasonic used to make high quality products. A shame that their products are no longer trustworthy. I can understand that machines break - i'm very frustrated to learn replacement parts are not available. Guess i need to re- think brand loyalty.
