Acquired my son's PC when he upgraded and bought a MAC for college.
I have a Samsung (I think) TSSTcorp CD/DVDW SH-S162L but I can't locate support for this, can't find the manual either. I don't see any software listed in Program Manager and I don't know what (EASY) software to use. I need to copy a 20 min personal DVD for a business presentation ASAP. (Not a commercial movie or anything like that).

As you say your DVD-RW is not read or write disk it is simple that your device lens became weak. But before replacing it with new one use lens cleaner cd to clean your device lens.Maybe it works and save your money.
The problem might be with you cable remove the cable of your writer and plug it to another id port after pluging in install the drivers of the writer, this should solve your problem, if not then go to computer manager in that disk drives in that find the name of your writer. first disable it for a second then enable it now go to its properties and in that just press the button of check for updates, your screen will blink once and your drive will be installed properly.
